Chicago police have charged two people, including a 16-year-old, for the fatal shooting of Melissa Ortega. The mother of the 8-year-old girl said she forgives the alleged gunman, who she described as "a victim too."
“Melissa had hoped for a better life here: she wanted to learn English, she wanted to experience Chicago snow, she wanted to get a build-a-bear, she wanted to make TikTok dances with her friends," the girl's family said in a statement.
